Mohave County Stormwater Management Ordinance
On September 30, 2016, the Arizona Department of Environmental Quality (ADEQ) reissued the Arizona Pollutant Discharge Elimination System (AZPDES) General Permit for Small Municipal Separate Storm Sewer Systems (AZG2016-002). Section 3.2 of the permit mandates that the permittee (e.g. Mohave County) "must establish and exercise enforcement procedures to comply with this permit." To meet this mandate, Mohave County has created the Mohave County Stormwater Management Ordinance.

Small Municipal Separate Storm Sewer System (MS4) Permit 
On September 30, 2016, the Arizona Department of Environmental Quality (ADEQ) reissued the Arizona Pollutant Discharge Elimination System (AZPDES) General Permit for Small Municipal Separate Storm Sewer Systems (AZG2016-002). This permit, which is part of the Clean Water Act, is designed to protect stormwater quality by requiring municipalities to apply for authorization prior to releasing runoff into navigable waters.

As results of the 2010 Census, two areas with in the unincorporated limits of the Mohave County adjacent to Lake Havasu City were deemed to have sufficient population density to be considered "urbanized areas". Given this designation Mohave County is required to comply with AZG2016-002. The permit areas can be viewed at the following links.

Stormwater Management Program 
In complying with AZG2016-002, Mohave County has created the Mohave County Stormwater Management Program. The Program incorporates the minimal control measures that must be implemented and enforced by Mohave County as part of the MS4 Permit. The Program was adopted on September 18, 2017 and can be viewed here.

Multi-Sector General Permit 
Under the AZPDES, ADEQ regulates stormwater discharges for industrial facilities based on the activities that occur at the facility. There are 29 such industrial activities under this permit. For this purpose, ADEQ has issued the General Permit for Stormwater Discharges Associated with Industrial Activities from Non-Mining Facilities to Waters of the United States (AZMSG2010-002), commonly referred to as the Non-Mining MSGP. Starting in September 2017, Mohave County will verify that commercial/industrial facilities located within the MS4 area have obtained coverage under this permit. Facilities that have not obtained coverage will be asked to do so. The effective MSGP can be found here.
