Mohave County Stormwater Management Ordinance The Arizona Department of Environmental Quality (ADEQ) administers the Arizona Pollutant Discharge Elimination System (AZPDES) General Permit for Stormwater Discharges from Small Municipal Separate Storm Sewer Systems (MS4s) to Protected Surface Waters. The current Phase II Small MS4 General Permit, AZG2021-002, became effective on September 30, 2021, was modified on September 16, 2022, and expires on September 29, 2026. Section 3.2 of the permit requires the permittee, such as Mohave County, to establish and exercise enforcement procedures to comply with the permit. To meet this requirement, Mohave County has created the Mohave County Stormwater Management Ordinance. The Mohave County Stormwater Management Ordinance is available for review at the Mohave County Flood Control District offices, 3250 E. Kino Avenue, Kingman, Arizona, and online here. Small Municipal Separate Storm Sewer System (MS4) Permit
On September 30, 2016, the Arizona Department of Environmental Quality (ADEQ) reissued the Arizona Pollutant Discharge Elimination System (AZPDES) General Permit for Small Municipal Separate Storm Sewer Systems (AZG2021-002). This permit, which is part of the Clean Water Act, is designed to protect stormwater quality by requiring municipalities to apply for authorization prior to releasing runoff into navigable waters.

As a result of the 2020 Census, two areas within the unincorporated limits of Mohave County adjacent to Lake Havasu City were determined to have sufficient population density to be considered urbanized areas. Given this designation, Mohave County is required to comply with the applicable Phase II Small MS4 General Permit. The permit areas can be viewed at the following links:

Stormwater Management Program
In complying with the Phase II Small MS4 General Permit, Mohave County has created the Mohave County Stormwater Management Program. The Program incorporates the minimum control measures that must be implemented and enforced by Mohave County as part of the MS4 Permit. The Program was adopted on May 14, 2026, and can be viewed here.
Multi-Sector General Permit
Under the AZPDES program, ADEQ regulates stormwater discharges associated with certain industrial activities. ADEQ has issued the 2024 Industrial Stormwater Multi-Sector General Permit, AZMSG2024-001, for stormwater discharges associated with industrial activity to Protected Surface Waters. The 2024 MSGP became effective on January 16, 2025, and expires on January 15, 2030.
The MSGP identifies 29 industrial sectors that may be subject to permitting requirements. A facility must obtain permit coverage if its industrial activity falls within one of the regulated sectors and stormwater from the facility discharges to Protected Surface Waters, either directly or through a conveyance such as a street, ditch, or storm drain. Mohave County verifies that commercial and industrial facilities located within the MS4 area have obtained coverage under the applicable MSGP when coverage is required.
